lately i've noticed alot of cigar butts and empty condom wrappers on the side yard of my studio apartment. i believe my neighbor is throwing them over his fence. any ideas on how to catch the rat bastard in the act? when i catch him i plan on shaving his ass crack with teeth that have been removed from a beaver.

I don't know if I like the revenge tactic, but you could always go to a sporting goods store and buy Paintball Paint Granades and wait for the inconsiderate nasty sod late at night or what ever and throw them.
